Engineer Numoipre E.F. Wills

The Pioneer Executive Secretary of the Border Communities Development Agency, Engr Numoipre Edward Fibobebefa Wills was born December 14, 1952 in Nembe Bassambiri in Nembe Local Government Area of Bayelsa State. He had his primary education at County Council, Bassambiri and secondary education at the Government Comprehensive Secondary School, Port Harcourt between 1958 and 1971. He then proceeded to the Gamel Abdul Nasir International School, Sofia, Bulgaria and the University of Architecture, Civil Engineering and Geodesy, Sofia, Bulgaria between 1977 and 1984 where he obtained the Master of Science (M.Sc) in Civil Engineering with speciality in Highway / Structures.

Upon completion of his studies, he returned to Nigeria for the National Youth Service Corps (NYSC) programme. He was posted to Calabar Polytechnic (now Cross River State Polytechnic) and worked as a Lecturer from 1985-1986. After the mandatory national service programme, he worked as part-time lecturer with the Rivers State University of Science and Technology, Port Harcourt, from 1989-1991 and later Senior Lecturer at the Rivers State Polytechnic, Bori (where he rose to the position of pioneer Head of Department of Civil Engineering) from 1991-1994.

He was appointed Commissioner for Works and Transport and a member of the Rivers State Executive Council, under the Military Administrator Col. Dauda Musa Kwomo in 1994. He served in this capacity till October 1996, when Bayelsa State was created and he was made the pioneer Commissioner for Works & Transport in the new state. He also served as Commissioner of Finance in Bayelsa State within this period. Thereafter, he contested for the governorship position in Bayelsa State.

Engr Wills held several other positions amongst which are the Chairman, Supply and Procurement Committee, Rivers State Polytechnic, Bori (1993-1994); Pioneer Chairman, Project Monitoring and Implementation Committee of the Rivers State Government, OMPADEC and the Oil Companies (1994-1996); Chairman, Peoples Democratic Party (PDP) Bayelsa State (1999-2005), Chairman Governing Council, Federal College of Education, Technical, Akoka Lagos (2005-2007); and Chairman Bayelsa State Airport Project Committee (2004-2007).

As an Engineer and Commissioner, he was instrumental to the completion of the Olu-Obasanjo, Azikiwe, Government House Drive, and Rumuola roads within the Port Harcourt metropolis and numerous others outside Port Harcourt. He was also responsible for the design and construction of various projects in Rivers and Bayelsa States.

In his professional sector, he is a Member and Fellow of Council of Registered Engineers (COREN) and Fellow, Nigerian Society of Engineers (NSE).

He is married to Mrs Janet Wills and they are blessed with lovely children. Engr Wills is a Christian of Baptist Denomination and his hobbies include swimming and playing chess.
